FYI - this seems to have been fixed by turning of the zend compatability in the php.ini - zend.ze1_compatibility_mode = Off Now i can run the install.php. That seemed successful - however the check.php gives a bunch of BAD messages all similar to the following for different tables: Checking Table Collation is utf8 for mantis_bug_file_table.... latin1_swedish_ci Did i miss an update step other than running install.php?
