mantis 1.2.0 - Question about managing $s_* configuration via WEB interface

Hi:

I've search for info on manuals (may be I've made a mistake or a bad 
search) without luck, regarding configuring
localisation string fro NEW STATUS I've added, but found nothing.
Only solution I've found is:
configure new status via WEB INTERFACE - OK
configure localisation via custom_strings_inc.php ($s_status_enum_string)

All these work, but requires a mixed configuration i.e. something done 
without access to filesystem (Good) and
something when you need ACCESS to file system.

Please let me know if I've missed something, if not I would like to add 
an issue on Mantis for new released to allow
all config (I know is not easy) or as much as possible config via WEB 
interface
