[issue2551131] Return accept-patch if patch body not accepted (415 code)

New submission from John Rouillard:

Return an accept-patch header if we return a 415 error code
while processing a PATCH request.

We already return accept-patch headers when processing OPTIONS
requests for patchable resources.
