Installation code needs testing, distutils replaced with setuptools.

Hi all:

Since distutils is deprecated in 3.10 and will be dissapearing in the
future, I have tried to rewrite the code to use setuptools.

The change is at:

I need some people to test it. Basic testing using 2.7 and 3.6 pythons
in venv and native install (using a prefix) work. Also docker install
works.

If you can please test drive the install code and see if it works for
your use cases.

I'll be offline for a couple of days so I won't get back to people
until Sunday.
