I just tested with an email subject
[issue999999] test [assignedto=doesnotexist]

with two different 1.x instances of roundup that are set to German
language: [tracker] ... language = de_DE.UTF-8
(I haven't configured language in [mailgw])

Both trackers replied with an english message.

I haven't tried things like adjusting the locale environment
variables (LANG/LC_MESSAGES/LC_ALL), maybe this would help?
