[issue2551214] xapian build against 3.12 crashes/fails

Basically the code fails to compile when using a 1.4.x release of xapian.

I have worked around it by disabling the xapian build for the nightly (python 3.12)
environment in TravisCI.

Marking this as a blocker so it will be reevaluated on a regular basis.

This will need to be fixed sometime before the 2.3.0 release most likely as 3.12
will be released between 2.3.0 and the next Roundup release.
