It seems to me like the other problems are variations of the one above. 
  My thoughts are -

* You use detectors in roundup to determine which events are interesting 
- http://roundup.sourceforge.net/docs/customizing.html#detectors

* Once you have the handle to an interesting event, you can use 
something like Celery (http://www.celeryproject.org) to schedule 
something in the future.  This would be outside roundup.
