There is a config variable 'language' in section '[mailgw]' in
config.ini. This should set the language of the mail interface.
Let us know if this doesn't work as advertised for you.

Otherwise no templating is done for mail.
Now that we have jinja templates as a template option for the web
interface it probably makes sense to use that for mail, too. But it
isn't implemented yet.

The .po and .mo files are installed into PREFIX/share/locale (where
PREFIX is your python package installation prefix which how you
installed roundup, typically /usr/local if not installed via package
management of your Linux distribution). In addition you can have
additional .mo and .po files in the 'locale' directory of your roundup
instance.
