Sebastian,

I made a modification to one of our trackers 6 years ago because people wanted projects. A project in this context is a collection of one or more issues. A new project object was created with the normal search/index/item HTML files, like what exists for the 'issue' object. This allows one to search, list projects and manage a project. The issues in a project can be managed from the project 'item' page by changing the status, changing who is it assigned to, or jumping to the issue. The status or assignment can be multiple issues at the same time. Assignment to a project is done in the issueitem page by selecting the project from a menu, similar to the nosy dialog.

People use the 'step' project attribute by assigning it to 'Null', which moves that issue to the bottom of the project 'item' page. People use this to show the active issues in a project at the top. The 'step' attribute was originally intended for a different purpose, which nobody uses. The project status is recalculated when changes are made to the status values of the project's issues, and one can search on the project status.

Currently we have 140 projects where 37 have a status 'not resolved'.

Maybe this is the kind of thing you are looking for. I work for the state of Washington so my code is not copyrighted.
