No, not at least for this use case. They wanted to do a one off email
to the user containing the message. If the user responds, that should
(IIRC) trigger adding them to the nosy list.

Ah yeah, hadn't thought about that.

I have a problem finding a use case for hash tagging. Tagging the issue
using keywords I think handles any use case that a hashtag would have.
