Do you want the mentioned user to end up on the nosy list? I think it
should be possible to achieve this with an auditor -- but a pop-up when
you type the '@' to select from a user-list would probably involve some
javascript magic...

No opinion here, maybe a keyword would be fine, history has shown in the
trackers I maintain that keywords are not used very much.
