I actually just tried on a test machine here with 22.04 and Firefox (snap'ed), and I had no problem at all connecting to http://localhost:8197 One thing I noted though, if I didn't prefixed it with http:// it wouldn't load the page, instead prompted me with a "Choose program..." to open with - Probably unrelated.
