Copy the whole stuff from install/dist/conf/properties/ to
conf/properties/ then it should work again

I assume you talk about the lang/ collection (at least it works for me
with the files/ folder but not with lang). As a quick fix you can add
RewriteCond %{REQUEST_URI} !^/*lang/
to .htaccess where all the other exclusion rules are (like
RewriteCond %{REQUEST_URI} !^/*files/
)
