Thanks to the both of you for your prompt replies. I chmoded the file and
got past the problem.  But another problem came up, and now I think I
understand what is wrong.

I'm trying to install a third-party server-wide application on a shared
hosting server.  My shared hosting provider does not allow this.  Do any
of them?

Is Campsite designed to be run on a dedicated server?
