I wont get caught up in the technical or product details
here, but will instead focus on some of the inherent
complexities in this.

In my experience, attempting to track individual elements
or "content items" within a single document proves very
complex, and is often extremely difficult for authors
to understand.

This becomes doubly challenging if you are looking for
"content reuse" capabilities.

I would also suggest that using Word is possibly not
a good starting point for this sort of solution, but I
confess I haven't recently looked at the tools available
to meet this sort of need.
