There is a product from pMachine called Expression Engine that might meet
your needs. You can visit the link below to see a list of sites built and
maintained using this software. From a cursory look, I can see several
magazines, news web sites, and other publications use this software to
publish.

I have several clients that use pMachine software to publish electronic
newsletters. You might ask some of the folks who are currently using the
software for heir feedback.

I do know it is reasonably priced and is easy to use.
