If you have internal PHP resources, Drupal (http://www.drupal.org) may 
meet your needs. I know of several non-profits that have implemented 
it, and of course the Dean Campaign famously used it.

While Zope/Plone is an excellent solution in many cases, I find one of 
its weaknesses to be the lack of developers with intimate knowledge; in 
particular, a three-fold layer of knowledge is required: 1) knows 
Python 2) knows Zope 3) knows Plone.
