There are many ways of managing content, and assigning roles.

I agree that this is a key consideration, and should be worked
out beforehand. (For example, I generally get my clients to think in terms
of "self-sufficiency (admin)" and "self-sufficiency (development)".)

Once you have worked out who will do what, this then becomes
an important selection criteria for the CMS.
