:) Well, I think its good. Simply set the permissions for users who are 
structuring the site/project to allow access to do these things or not. 
Having the ability in the tool allows one to storyboard out a site 
quickly try it out quickly make changes, try it out, make changes, etc...

should not add/edit structure, the Architecture tab view is disabled.
