I'm currently trying out Quills, which runs on Plone.

It's still not at 1.0, but looks very promising. 

I suspect that the choice you make will depend very much on your underlying
technology. For example, I'm trying out Quills *because* I already run
Plone. I'm not about to start looking for something that runs on Tomcat or
whatever. 

If you can narrow down your spec a little more than just saying "Open
Source", then people might be able to help you better.
