If you're looking for something Open Source, I would suggest Dotclear http://www.dotclear.net. It's a PHP-based weblog with many configuration and personalisation possibilities (i.e. plugins etc.). The website's in french but they have a quite reactive community. I'm personnaly quite pleased with it.
