IME, there are several factors involved in calculating the pre-CMS costs, CMS costs, post-CMS costs and potential, which all add up to ROI: Time (and related expense) to create and publish content. The challenge here is that this is usually not measured outside of a CMS -- and it probably varies widely among different content types. Involvement from various parts of the organization in the entire content publishing process. Communications, business units, legal, as well as IT. What is the cost of having an IT bottleneck? Risk incurred by not having a CMS Cost (and time) to implement and maintain the CMS, train existing and incoming users Potential for creating a streamlined, improved Web presence as the result of the increased capabilities of the CMS.
