Re: CMS ROI?

Thanks to everyone for all the responses so far.  I should have 
mentioned that I find your input more valuable than the generic articles 
on the web from authors of theory rather than experience, and things 
from vendors which are generally designed to sell product, though these 
resources also list a variety of factors.  It does seem impossible to 
calculate true financial ROI, even comparative ROI (what does it cost to 
maintain the site without CMS vs. what does it cost with CMS), so I 
think there is mainly political ROI, or most organizations just know 
they need a CMS.
