Rather than ROI as Return on Investment you might try ROI as Risk of
Indecision

I have found that a very good way of getting the attention of senior
managers who are less than committed to a CMS is to do a risk analysis of
the current web/intranet situation using the standard High/Medium/Low impact
on the organization and High/Medium/Low probability metrics.

Then see to what extent a CMS might move some of these (e.g. reliance on key
personnel and/or making a decision based on out-of-date information) from
H/H to even H/M.  

Companies are now so risk-averse that anything that reduces their risk
profile is taken very seriously indeed.
