When we have done a CMS migration it's almost always cut and paste in plain text. We do this because the old content usually contains poor formatting, and HTML tags we no longer use (like font tags or MS Word created HTML). We have been actively creating sites which are standards compliant with CSS 2 (or at least as close as we can come). This also helps our clients in recognizing what they actually have as far as content and often they can delete much of the outdated information.
