Cleaning up the content is an excercise that a content
owner has to do on an ongoing basis. However most
content owners dont do it unless there is a forced
need . Migration is a good reason.  If you are moving
to a new desk, that is the best time to chuck your
unwanted papers :)

To confirm the relevancy of content and the language
of the content, No automated tool can help you. Only
the content owner has to do it manually

But if the issue is about the format (compliance to
standards, mixing of presentation with content) then
it may be cost effective to use a tool. 

Here one needs to classify the elements as

- organization specific content
- application specific content

A good CMS should have minimal application specific
content, which can be discarded. The more the share of
application specific content, the more diffuclt is to
use automated process.

Also if the CMS is good, then the existing
organization specific content is likely to have been
maintained in standard formats like XML, XSL or XHTML
which should make the migration smooth.If it is not,
it is time you use a tool to clean up before
migration.

When the volume of content is high, the costs can be
brought down by outsourcing the migration part. There
are many organizations in India who convert, non
standard content to standard content.
