Totally agree its an issue worth finding a solution for.

My biggest concern is trying to work out how it actually fits into the 
UI.  One this is making it easy for folks to locate and assign content 
from the library window, another entirely to give them editing options 
there.

The only thing I can think of is generating another tab view, similar to 
the add tab.  The problem with this of course is that the standard edit 
handler is not really designed to fit in the library window popup but 
rather in a full screen view.

In 4.0 we have actually introduced a new "library edit method" which is 
a scaled down version of the normal one specifically for creating 
content in the library area.  Perhaps we could leverage this feature. 
In any event, do people see this as being a tab in the library popup or 
something else?
