Same goes for the Move Up and Move Down command. There is no specific permission to prevent users from moving folders up and down that I know of. Perhaps this is something that should be tied to the create or edit permissions for that branch? With respect to copy and paste, the user is supposed to have create permissions in the destination location in order to copy, and delete and create permissions in origin and destination respectively to perform a move.
