Creating Plugins using Form Tools

I'm having problem creating a plugin using Form Tools.  I am following
the Guidelines from "Farcry 4:  Creating a pluging using Form Tools"

1.  In my plugins directory, I created the following structure:
              objUserGrpForm
                     - customadmin
                            - objUserGrpFormItem
                     - packages
                            - types
                                   = objUserGrpForm.cfc
                                   = objUserGrpFormItem.cfc
                     - webskin
                            - objUserGrpForm
                                   = displayPageStandard.cfm
                            - objUserGrpFormItem

2.  I defined my objects (objUserGrpForm.cfc and
objUserGrpFormItem.cfc) and put them in the "c:\farcry\plugins
\objUserGrpForm\packages\types directory.

3.  Since I already have Farcry4 installed, I then went to "c:\project
\helpdesk\www\application.cfm" and added the name of my plugin
"objUserGrpForm".

4.  I Refresh the application scope, and then Log back int Farcry
admin and went to "Admin Tab -- COAPI Management -- and chose -- Type
Classess.

So, my problem is...my PLUGIN types DOESN'T SHOW UP under the Custom
Content Types.  What am I doing wrong?  Did I miss something?  Please
Help!!!
