Pretty good list. This brings me to another subject.

Using this metrics, we can say using CMS solution would be an overkill 
for some people.

We can also qualify using certain CMS framework would depend on various 
factors. It would be interesting to think about certain relationships 
between these and make a matrix of solutions.

Any taker starting from these factors?
