What kind of mount do you use for jk? Is it somethink like this?

JkMount /jahia localWorker
JkMount /jahia/* localWorker

Then what is the generated URL to your css?
Check the apache error log to see why you get a 404.

You should perhaps better use something like

<link rel="stylesheet" href="<content:contextURL/>/example.css" 
type="text/css" />

The tag <content:contextURL/> will return something like 
/jahia/jsp/jahia/templates/yoursitekey
