Need of Touch to change ModifiedBy on resource rename action

Hi
Our customer is asking us if it's normal that the "ModifiedBy" info on a
resource (folder or file) is not updated when the user rename the resource
(Explorer view or Sitemap view). To get it updated, the user must do a
Touch action. Is it a normal behavior? Currently, if somebody modify
filenames, we cannot trace it?

(customer on OpenCms 13, but i've tried it on OpenCms 16 live demo)
