Well, what exactly is your timezone? GMT+5.5 is just a timezone offset, 
not a timezone. Is that India standard time?

You could create a new timezone GMT+5.5, but it probably makes more 
sense to use the political timezone name which brings us to the above 
question. And the political timezone may already be available in OGo.

Timezone descriptions are stored in 
$OGoRoot/Libraries/Resources/libFoundation/TimeZones (might be wrong 
typing, but somewhere down there) and the timezones shown in the UI are 
configured using the LSTimeZones default (search the archives and the 
docs.opengroupware.org site on this).
