Well, just my absolutely biased opinion, but this is IMHO the major 
problem with phpGroupware and the advantage of OGo. OGo being developed 
as a proprietary software by a small team is very consistent from a 
functional point of view. There might be less modules, but the existing 
ones plug very well together which in turns provide a lot of additional 
value.
PhpGroupware 'scratched own itches' from the beginning (which leads to 
file sharing or IRC modules ;-) while OGo 'scratches customer itches' 
for 7 years ;-)

Plone on the other side is a pretty simple but very well designed 
application of the Zope application server (which deserves most of the 
credit). The actual functionality it provides is extensible but limited 
and does compare with neither PHPgroupware nor with OGo.

Actually OGo is just a lot of plugins and component reusage technique 
is one of the _very strong_ points in OGo. The "only" issue is that the 
base technology is not something any child knows ;-) But I'm confident 
that Apple together with GNUstep will fix that sooner or later ;-)

This approaches the problems from the "wrong" direction, from a 
technical one. First you need to explain what functionality you want.
Eg its rather trivial to embed specific Plone pages into OGo tabs by 
using iframe elements.

Hm, I'm unwilling to setup a project page for that until we actually 
have someone who wants to work on it. Empty projects are no good ;-)
