As I pointed in

/opt/opengroupware.org/Library/OpenGroupware.org/OGoSchedulerViews.lso/Resources/Defaults.plist
and 
$GNUSTEP_USER_ROOT/Libraries/Resources/OGoScheduler/Holidays.plist

are not part of the Languages packs, but bear country-specific data


OK for me if these 2 files get included in the language packs (not so 
easy though).

Disagree. the TZ logic inside OGo bears several names for the same 
time-shift as well as DST specific to countries. OK, OK, these specific 
data are a couple of lines in a one or two files files and can be added 
in the core.
