Nope. Timezones are (and need to be!) standardized. Eg the DST of CET 
is the same regardless of the country, its specified for the timezone 
abbreviation "CET", not for Germany or France (countries/states can 
then choose what timezone they want to use).

Eg libFoundation needs to have Rio timezone info even if I'm running 
the server in Germany because it won't be able to translate your Rio 
event dates into my local timezone.
