a) OE is _not_ SLOX. It misses all the administration interfaces 
provided
    by SLOX and the integration with the carrier Linux.

OE provides something they call a "WebDAV API". In practice it does not 
conform to any WebDAV standard but is just "some self invented XML over 
HTTP". But to be fair there is "some" API.

OX does not support WCAP nor does it support Exchange WebDAV. Not sure 
what you mean by "etc...".
