Yes. We also have a goal to work with gnu-gnu-gnu combos, but currently 
it doesn't.
(we should goal this for OGo 1.2 / SOPE 4.6 or 4.8)

No, since GNUstep gui doesn't work anymore with libFoundation. Its 
highly gstep-base dependend.

Note that unlike with GNUstep apps the GNUstep environment is _only_ 
required for compilation. You don't need to source GNUstep.sh 
afterwards.
