No, there is no multisite capability built in. One can script a lot of 
things using the XML-RPC API though and OGo is well prepared for 
synchronization in various aspects.

Anyway, unlike some other servers OGo is quite fast, so you can easily 
host hundreds of users on a single site (you don't need to have multiple 
site just to reduce load!).

Yes, this should be no problem, especially when the new cache daemon is 
available (it keeps a local copy of all records instead of fetching 
everything anew after each restart of Outlook).

I do not fully understand the question, if you want to "share all data", 
then what is a "site"?

Some things can be done using OGo permission settings, some things can 
be done by hosting two OGo installations on a single server and using 
LDAP for users, ...
Really depends on what you need.

You can extend the OGo WebUI with custom forms written in 
HTML/JavaScript and you can access almost the complete OGo functionality 
by using the XML-RPC API (eg from Visual Basic scripts).
