Outlook stores times in UTC internally and then uses its own timezone
to display the items.
I'm pretty sure that ZideLook and ZideStore only exchange times in
UTC. The timezone setting is only for iCalendar exchange.

I think the list of timezones which show up in the WebUI is configured
using the LSTimeZones default, see:

But: this does not affect how _Outlook_ calculates timezones.

I think you should check that the local timezone on your Windows
machine switched to DST and that Outlook uses it.
ZideLook and ZideStore should only exchange UTC times, timezone
settings of ZideStore should not affect you (AFAIK).
