FYI: Some changes so far today

Howdy.  Gregor and I did some work today (ongoing).  Basically:

1) Started the doc/teps directory where we can writeup proposals.  
Gregor put one in already.

2) Gregor and I wired up the menu entry for "Help->About Twingle" to 
bring up a dialog box.

3) I then did a checkin of the JS code to initialize the local RDF 
database for managing the sites the user has added.  Look in 
content/twingle.js for details.
