people should nominate themselves and ask themselves if they are
able to wear a neutral head and actually want to spend some time on OSCOM
(maybe specify the amount of time they are able to donate, e.g. 1 hour 
per week)
Maybe even sign a paper where they are stating this to make it sound 
more binding.

I guess if people can give their word on this then they should be elected.
