I think the board or member mailing list should be public and for
exceptions the board and member should have a private mailing list denoted
[email protected] resp. [email protected] but which should
only be used for exceptional cases which need to be defined by the board 
resp. the members. Otherwise I think it should be as trasparent as possible
which would allow also non-members to look into the organization.
