The best text search engine can depend on algorithms used. However, if you use database and design relationships, you could come up with higher and specific results when desired. Often CMS uses metadata and keywords in the text of the data to search and find. It can go so far. If you are looking rudimentary category/keyword/metadata management, there are several you can start with; Drupal, Plone, typo and so on. Most CMS will have these features. So, it depends on what programming skills you have to install one. There are hosting services you will find by going to home pages of these CMS. Using open-source CMS, you have access to database schema and developers in the open-source community you can go and ask and get help. Help is not always free, I caution you but it should be typically much better than otherwise.
