Newest versions of bugzilla do support timetracking, in a fairly basic 
way but I think it's worth having a look at it.

The feature is AFAIK not described in the docs, except on the features 
page at http://www.bugzilla.org/features/#tt

I know many people hate bugzilla because it's not very sexy to look at, 
but it's a very poweful tool, and stable as a rock.
