Update a block

Users -

When updating blocks I get this error:.
ERROR: Updating Block 163. Checking db...Error adding block. Query returned 
multiple results.

The blocks still update - but the error is annoying.  There's probably 
something screwing in the data of one or more of the tables.  I know there 
are not two block 163's in the psl_block table or the psl_block_type 
table.  Any ideas where to look next?

Could this be put on the mailing list wish list of features?
I'm sure it's already been talked about, but just to be sure this feature 
isn't over looked.  Instead of including an email address right into the 
list have the individual confirm their subscription by clicking on a link 
that was sent to that email address.
