You don't need cookie consent for essential cookies which exist solely for
the workings of the website (like when you select a language) as opposed to
collecting info.

This option is for informing people that the cookies are all essential, no
third-party cookies and no need for an OK button.
So yes, the idea was to show an explanatory text but no checkbox and no OK
button.

Nowadays I see more and more sites which surprisingly offer a simple
"reject cookies" button option and still let you access the content :-)
Meaning they offer 3 choices "Accept all", "Reject all", "Manage cookies"
and only the 3rd choice leads to extra hassle.
