[Tiki-devel] tiki-install.php | Tiki installer broken - need help with a strange problem (not sure if Tiki or provider-server specific)

Hello Devs,

I need help, as I am stuck to find out, if a severe problem with 
tiki-install.php is specific problem of Tiki across several versions or 
if it is a specific problem with one service provider I use since many 
years.
The provider used to be be very Tiki-friendly with very good 
cost-benefit-ratio and for example demo.tiki.org use(d?) to run there 
for several years.


The Tiki installer (tiki-install.php) seems to not work anymore on 
all-inkl.com (Tiki-friendly shared hosting provider from Germany) aswell 
for new installations, as for upgrade of existing installations. There 
is another user with the same problem, but I do not yet know which 
provider he is using.

I tried with an existing database and I tried new installations with...
* downloaded last-tiki aswell as with
* git Tiki 15, 18, 21, 24 and with
* svn Tiki 21.
I tried PHP 5.6 (for an original Tiki 13 and for Tiki 15)...
I tried PHP 7.2 and 7.4 for all Tiki 15, 18, 21 and 24.

Always the same problem:

After the installer got connected to the database first time (never mind 
of a new empty one oder an existing one to be upgraded), the installer 
does not work anymore. You can login to the installer, but whatever step 
you take, the installer throws you out with the error message:
*"Tiki Installer Security Precaution ..."*

There is no way to go through the installer and no way to reach "enter 
and lock". The error message occurs without lock file!

Thus, if I am right, with all-inkl.com it is currently only possible to 
install or upgrade a Tiki when ssh command line access is available 
(which is not available with the two cheap tariffs).
If that would be a more global problem in Tiki and not or not only 
provider specific, we could lose all Tiki users who depend on cheap 
non-ssh-console webspace.

With the slightly pricier tariffs from all-inkl.com it is possible to 
checkout code from the version control and to use the php console to 
upgrade the database..

Currently I have not enough information wether it is a Tiki code problem 
oder an all-inkl.com specific problem (or a combination). I'd need 
assistance for the next steps to find a solution.

Any help or hint appreciated.
