this will reduce the tomcat errors considerably. at a later point
we can also make the webapp name configurable as suggested
by andreas hochsteger.

btw, we are looking into using ant much more anyway. it
has good support for tasks and could conceivably be used
for some of our publishing stuff, and unit tests too.
