patching web.xml during build

Hi

On the train (without internet connection) I realized that
the build (ant install) does not work when the web.xml is being
patched by the web-xml.xsl.

Well, this seems only to be a problem if you are disconnected from the 
net, because some host is being looked up.

I think it would be nice if we could modify it such that it also works 
without a connection to the net.
